By Richard Rohan
In the Select Board’s Meeting Room, August 14, 2023, 6 PM
Here are some highlights from the agenda for the upcoming meeting of the Select Board.
The meeting is scheduled to open at 6PM so that the Select Board can spend additional time outside of their regular meetings to formulate a work plan and goals.
After entering Executive Session at 7 PM, the board will reconvene in regular open session at 7:30 PM. They will consider appointments to the Cultural Council, the Disability Access Commission, and the Middlesex Canal Commission.
There will be an update on Eversource’s 345kV transmission line installation. (Additional updates can be found on the Winchester web site https://www.winchester.us/506/345kV-Line-Woburn-to-Wakefield
There will be an update from the Capital Planning Committee which makes recommendations to Fall Town Meeting regarding projects to be funded from the Building Stabilization Fund BSF) and the Capital Stabilization Fund CSF). Their second final ranking sheet of projects for fiscal year 2025 can be viewed here: https://www.winchester.us/AgendaCenter/ViewFile/Item/4581?fileID=13767
Consideration of a license agreement for two electric vehicle fast charging stations in the Town Hall / Jenk’s Center parking lot. https://www.winchester.us/AgendaCenter/ViewFile/Item/4581?fileID=13756
Consideration of changes proposed by the developer in the Chapter 40B project at 87-89 Cross Street. The original proposal, which was accepted previously by the Board as a “friendly” 40B, called for 9 rental townhouse units, 2 of which would have been priced as affordable for individuals earning 50% of the Boston Area Median Income (AMI). Due to increases in the costs of financing and construction, the developer is now asking to change the project to 8 owner occupied units with 2 of condos available at 80% AMI. The net effect of this change would be a reduction in the number of units that would be placed on the town’s Subsidized Housing Inventory (SHI) from 9 to 2. Further details can be seen here https://www.winchester.us/AgendaCenter/ViewFile/Item/4581?fileID=13758
Other items include consideration of a temporary parking request for 40 Church Street, discussion of the Waterfield lot permitting process that has commenced at the Planning Board, and discussion of the solar panels for the new Lynch School.
