Winchester Housing Partnership Board Calls Special Meeting on 20 Glenwood Ave.

The Housing Partnership Board (HPB) has called a Special Meeting for Wednesday, October 4, at 7:30 via Zoom to consider options for proceeding with the use and disposition of 20 Glenwood Ave. The Select Board has requested a recommendation from the HPB in advance of the Select Board meeting on October 5. The Affordable Housing Trust Committee (AHTC) had an Emergency Meeting scheduled for Monday that was moved to Wednesday, October 4 at 5:00 to discuss 20 Glenwood Ave. To register for the meeting go to:


The Select Board has a yet to be signed Purchase and Sale agreement from the buyers for 20 Glenwood Ave. on their agenda for October 5 at 7:30. They will likely discuss the property in both executive and public session at their meeting according to their agenda. This is an in-person meeting likely recorded by WinCAM.


20 Glenwood Ave., which is owned by the town, was the subject of a late summer Request for Proposal (RFP) requesting either an outright purchase of the property with the funds going into the Affordable Housing Trust or a redevelopment of the property into affordable housing pursuant to a Town Meeting directive that the property must benefit affordable housing. Only one offer came in from an abutter at well below its appraised value. The Select Board had the property appraised in 2021/2023, which came in at $461,000 and the offer was for $40,000.


The town initially accepted the offer through the Select Board to the disappointment of the other stakeholders. The P&S has yet to be signed and emergency meetings have now been called by two stakeholders to discuss and make a recommendation prior to the October 5 meeting.
